Pennoni Associates welcomes Darrell B. Mobley as a Senior Project Manager. Mobley will serve in Pennoni’s Baltimore Transportation Division.
Mobley, who most recently served as the Metropolitan District Engineer — District 3 for the Maryland State Highway Administration, will oversee Pennoni’s roadway design projects. He comes to Pennoni with experience in transportation projects that range in a variety of sizes, including responsibility for the design and construction of the nation’s first American Recovery and Reinvestment Act (ARRA) stimulus project. Mobley was also instrumental in the successful donation of road building equipment to Liberia, via Maryland-Liberia Sister State Program in collaboration with Engineers Without Borders.

Lowdermilk, PE, vice president and transportation technology principal said. “In 2009, we grew significantly through major projects with both SHA and MdTA. The addition of Darrell into our Transportation Technology in Baltimore will take us to a whole new level. His knowledge, experience and contacts earned while at SHA will further enhance our team in Maryland by giving us a proven professional and manager who “has been there and done that” for the State.”
Mobley is a member of the Maryland Association of Engineers. He earned several educational degrees, including a B.S. degree in Civil Engineering from the University of Delaware, an A.A. degree in Land Surveying Technology from Catonsville Community College, and an A.A. degree in Construction Management Technology from Catonsville Community College.
