Regional effort seeks partner to identify and package high-potential initiatives for state and federal funding opportunities
BALTIMORE, MD — The Greater Baltimore Committee (GBC) has released a Request for Information (RFI) seeking a qualified individual, team, or firm to support the development of investment-ready regional initiatives aligned with state and federal funding opportunities.
The effort will support GBC’s Regional Innovation Office (RIO) and broader economic development strategy by identifying, refining, and packaging up to 10 high-potential initiatives across key sectors including artificial intelligence, cybersecurity, biotechnology, life sciences, advanced manufacturing, and workforce development.
The selected partner will synthesize existing research, stakeholder input, and ecosystem opportunities into a portfolio of business plans designed to attract future investment and strengthen the region’s competitiveness.
This work will build upon extensive engagement conducted across the Baltimore innovation ecosystem, including partner interviews, focus groups, and strategic planning efforts involving industry, higher education, government, philanthropy, and workforce development organizations.

Key RFI dates include:
- RFI issued: June 2026
- Submissions due: July 1, 2026
- Project launch: July 2026
- Final report and recommendations: September 2026
