Jennifer S. Vey is Executive Vice President and Chief Strategy Officer at the Greater Baltimore Committee, where she leads the development and execution of strategies to advance GBC’s 10-Year Economic Opportunity Plan and strengthen the region’s long-term competitiveness. In this role, she works closely with public- and private-sector partners to align priorities, use data-driven decision-making, and advance policies and investments that support business growth, job creation, residential development, and inclusive prosperity across the Baltimore Region.

Vey brings more than 25 years of experience in urban policy research, place-based strategy, and program leadership. Since joining GBC in 2023, she has helped guide the advancement of the organization’s multi-year agenda, including efforts related to federal funding opportunities, transportation and infrastructure, vacant housing, public safety, local hiring and procurement, and place-based investment. She played a leading role in the 10-Year planning process and continues to help shape how GBC’s strategy translates into measurable regional impact.

Prior to joining GBC, Vey spent 22 years at the Brookings Institution, where she most recently served as a senior fellow and director of the Anne T. and Robert M. Bass Center for Transformative Placemaking. She currently holds a nonresident senior fellow appointment at Brookings. During her tenure, she authored or co-authored dozens of publications examining how public and private investments can help build more vibrant, connected, and inclusive centers of economic activity. She also co-edited Retooling for Growth: Building a 21st Century Economy in America’s Older Industrial Areas and Hyper-local: Place Governance in a Fragmented World.

Earlier in her career, Vey served as a community planning and development specialist at the U.S. Department of Housing and Urban Development. She earned a master’s degree in urban and environmental planning from the University of Virginia and a bachelor’s degree in geography from Bucknell University. She lives with her family in Baltimore.
