Kelly Tarver is Creative Branding Director at the Greater Baltimore Committee, where she leads the strategy, storytelling, and creative execution of GBC’s regional brand. She translates economic development priorities into compelling narratives, campaigns, and tools that attract business, talent, and investment to the Baltimore Region, while helping ensure a consistent and high-impact regional voice across stakeholders.
In her role, Tarver oversees the Regional Branding Initiative, including ambassador engagement, partner activation, messaging frameworks, and cross-channel campaigns that strengthen how the Baltimore Region is positioned in national markets for growth and opportunity. She has also supported and helped manage the Branding Steering Committee for GBC’s Bold Moves initiative, convening regional stakeholders to guide brand strategy, messaging alignment, and rollout execution.
Tarver played a key role in launching and activating the Bold Moves regional brand platform, shaping how the Baltimore Region is presented to investors, talent, and external audiences. She is also leading the development of the Brand Ambassador Program, building a coordinated network of regional advocates to amplify the Baltimore story, along with practical marketing tools such as partner-facing brochures, leave-behinds, and digital resources to support consistent brand adoption.
Before joining GBC, Tarver held leadership roles in public-sector marketing and communications, including at the Maryland Department of Transportation and the Maryland Aviation Administration. There, she designed and launched the department’s first Environmental Justice program, led major marketing campaigns for BWI Marshall and Martin State Airports, and managed integrated advertising efforts across broadcast, digital, print, and outdoor channels. Her earlier work also includes global marketing leadership experience with Holmatro, where she managed regional strategy, product launch communications, and go-to-market execution across North and South America.
Tarver brings more than 15 years of experience in brand strategy, integrated marketing, and public sector communications. Her work is grounded in executive storytelling, stakeholder engagement, and performance-driven marketing that helps complex organizations communicate with clarity and impact.
