Maddy Stokes is Head of Transformation and Performance at the Greater Baltimore Committee, where she leads business intelligence, technology transformation, and strategic programs that strengthen GBC’s ability to deliver measurable impact across Baltimore’s public and private sectors. She builds the data architecture, operating systems, and cross-functional infrastructure that help GBC’s team turn strategy into action, while also overseeing the integration of UpSurge Baltimore and supporting the organization’s long-term growth.
In her role, Stokes has led the consolidation of more than 25 fragmented tools and systems into a more unified technology stack, including the migration to Salesforce CRM, the rollout of Monday.com across multiple departments, and the testing of GenAI tools to improve internal efficiency. She also established GBC’s first organization-wide business intelligence and performance management framework, partnering with executive leadership to implement OKRs, quarterly business reviews, and accountability structures that sharpen decision-making and align priorities across the organization.
Stokes has also played a key role in GBC’s investment pipeline product development and go-to-market strategy, helping translate UpSurge Baltimore’s innovation pipeline into a resource that supports GBC’s broader regional business investment goals. Her work is focused not only on operational excellence, but also on creating the infrastructure that allows GBC to convene, advocate, and invest at a higher level.
Before joining GBC, Stokes led the merger integration and corporate restructuring of UpSurge Baltimore, a dual nonprofit and for-profit organization, helping grow revenue by 65 percent and building business intelligence and people operations systems from the ground up. She previously spent four years at Johns Hopkins, where she raised more than $20 million for Johns Hopkins Technology Ventures, supported commercialization efforts across more than 20 departments, launched the Founders’ Pledge and Founders’ Forum, and helped establish a $1 million digital health and AI partnership with Microsoft.
Stokes is recognized for her ability to build the connective infrastructure that high-performing organizations need to scale. Her background spans startups, higher education, healthcare innovation, and mission-driven organizations, with a track record of leading platform implementations, revenue operations, partnership development, and organizational change in complex environments. She was named a Technical.ly RealLIST Connector in 2024, serves as Vice President of the Board for the Baltimore Museum of Industry, and is a board member of B-360 Baltimore and a strategic advisor to SpringWear, a medtech startup. She holds an MBA from Georgetown University’s McDonough School of Business and a B.A. in Global Studies from UCLA.
