Patrick Hosford is Director of Strategy and Research at the Greater Baltimore Committee, where he leads organizational research, strategic initiatives, and government affairs. In this role, he oversees the delivery of critical data products and policy objectives across GBC’s core areas of Economic Opportunity, Transportation and Infrastructure, and Collective Impact. He works directly with state and federal officials to advance GBC’s policy positions and regional priorities, with a specialized focus on incentives, transportation, and housing development.

Since joining GBC, Patrick has been instrumental in driving the organization’s policy agenda and regional narrative. He led the development of GBC’s annual economic investment dashboard, a sophisticated Power BI-driven tool that quantifies $4.45 billion in regional investment across 75,000 data points, capturing foreign direct investment and market transactions to inform strategic decision-making. He also established and leads a 20-member Infrastructure Steering Committee, which identifies public-private financing models and policy measures to support critical civic sites and infrastructure. Additionally, he has spearheaded GBC’s public engagement efforts, testifying before federal, state, and local assemblies and managing legislative strategies that engage the Maryland delegation and federal staff on housing, Opportunity Zones, and Congressionally Directed Spending.

Patrick brings more than a decade of experience in economic development, market research, and program implementation. Before joining GBC, he served at Tulsa Innovation Labs, where he administered $50 million in federal grant funding across seven place-based innovation projects. This work spanned hard infrastructure—including manufacturing and aerospace facilities—and new, technology-focused workforce development programs in engineering and advanced manufacturing. Previously, at the Tulsa Community Foundation, the nation’s second-largest community foundation, he led a portfolio of business analytics and labor market research that optimized program efficacy and shaped targeted incentives for business attraction.

Throughout his career, Patrick has successfully created and implemented more than $50 million in transformative, technology-led initiatives that have driven economic growth and job creation across multiple U.S. markets. He currently serves on the board of the Baltimore Arts Realty Corporation and is a member of the U.S. Advanced Manufacturing Skills Leadership Council. Patrick holds dual Bachelor of Arts degrees in Urban Studies and Public Policy from Hunter College.
