Multi-Year Agenda
GBC's Multi-Year Agenda is a set of 12 initiatives that support the organization's role in shaping the Baltimore Region's economic future. Organized around the goal areas of (1) Economic Opportunity, (2) Transportation & Infrastructure, and (3) Collective Impact, the Agenda outlines the priorities in which the organization can fully leverage the power of the region's private sector.


All In 2035 Economic Opportunity Plan for the Baltimore Region
GBC led the creation of a 10-year regional economic plan to identify high-growth industries and unify support for long-term priorities. Over a 12-month period, TIP engaged more than 200 of GBC’s partner organizations, toured the region’s strategic economic development sites, and convened conversations with our county leaders.

Bold Moves Regional Economic Brand
The release of the Bold Moves Regional Economic Brand marks the culmination of nearly two years of dedicated work aimed at showcasing our region’s economic opportunities and amplifying strategic regional priorities. In launching this initiative, 23 global firms applied to partner with GBC. We selected Resonance, Ipsos, and Timbre Strategies to work with our 70-member steering committee to discover the unifying and connecting approach to telling our story.

Regional Strategic Investments
Economically significant activity centers exist throughout the Baltimore Region, with several emerging as priority hubs for advancing regional economic development objectives. GBC works to activate these areas by engaging with our networks and prioritizing initiatives and investments that align economic development, land use, and placemaking.

Game-Changing Opportunities
GBC coordinated the successful effort to secure a coveted federal Tech Hub designation for the Baltimore Region from among more than 400 competitive applications. The 48-member consortia brought together public, private, and academic partners focused on catalyzing the Baltimore Region’s artificial intelligence and biotechnology sectors. The Tech Hubs Program was enacted as part of the CHIPS and Science Act of 2022, which authorized $10 billion for the program over five years.

Baltimore Region Investment Attraction
GBC is developing a unified and competitive regional framework for investment/talent attraction and business expansion. As part of this effort, GBC is actively building partnerships with local jurisdictions to collaboratively promote the region’s assets to investors.

Baltimore's Transit Future
The Baltimore Region’s business community has long identified public transportation as a crucial component of the region’s economic competitiveness. To meet this need, the Greater Baltimore Committee and Greater Washington Partnership established the Baltimore’s Transit Future coalition — now supported by more than 70 businesses and anchor institutions — to join our public and civic sector partners in elevating the priority transit receives.

Advancing Infrastructure
The Baltimore Region is slated for a host of infrastructure investments that have major implications for economic growth, commercial development, and civic life. GBC convenes regional leaders across real estate, business, and government to provide insight on how best to advance these projects and ensure they positively impact the region.

Housing Vacancy & Community Redevelopment
Solving the vacant housing crisis is one of the key collective impact initiatives in our Multi-Year Agenda. It is also foundational to position the region to attract investment and opportunity, which is the core of GBC’s mission and the rightful evolution of meaningful economic growth.

Public Safety
GBC is working with its public partners to identify evidence-based strategies for gun violence reduction and support police officer recruitment and retention in the Baltimore Region.

BLocal
In August 2025, GBC assumed leadership of the Johns Hopkins BLOCAL program. Since then, we have been rebuilding the initiative into a modern, scalable platform for local hiring, procurement, investment, and community engagement—beginning with Hire Local to create intentional pipelines and connect Baltimore residents to quality career opportunities.

UpSurge Baltimore & Increasing Entrepreneurship
GBC is committed to increasing entrepreneurship and the ease of doing business in the Baltimore Region. One strategy outlined in All In 2035 to achieve this goal is strengthening the region’s rich startup and innovation culture. In December 2024, the organization merged with UpSurge Baltimore, a private sector initiative launched in 2021 and funded by a committed group of founding partners. Since then, the combined organizations have worked to connect capital with talent, elevate local startups, and build the infrastructure that enables founders to grow and scale in Baltimore.
